If I import an opt-out list of bounced emails to HS, will these contacts also be excluded from receiving emails when added to a sequence? If not, please suggest a solution to manage the same.

Yes, these contacts will be excluded automatically. Most likely, you won’t be able to add them to a sequence to begin with:
Unsubscribed contacts are also automatically unenrolled from sequence, see here: Unenroll contacts from a sequence
