Correct, as mentioned at the beginning of the article:
In Sales Hub Professional and Enterprise accounts, users with Super admin permissions can create customized quote templates that can then be used when creating quotes. With editable modules, you can modify the template’s design and content to match your business needs.
If you’re not a super admin or ir you’re not on a Professional or Enterprise subscription, you wouldn’t see those options.
