Yes, you can create custom quotes that are either child themes based on an existing design (HubSpot Basic, Modern and Original) or standalone themes with quote templates and modules built from scratch.
Quote templates are created using quote-specific templates and modules in HubSpot Design Tools.
Capabilities are similar to building other CMS assets like web pages and landing pages, so you can also use HubL to program how you want the pages built and what data to pull across from the Quote object and other associated objects.
Quote templates do not yet use drag-and-drop modules, they must be coded into the template itself, although drag-and-drop is on the roadmap.
What you describe is possible, in that other types of data can be pulled from HubSpot. For example, if you uploaded your maps to HubSpot or another publicly accessible URL and added these to Deal or Line Item custom properties, these can be coded into the quote.
Your project specifications (the work, how it’s completed and the price) might be best suited to a custom price table.
I think one of the main limitations you will find, is that the HubSpot Quotebuilder UI only allows you to add custom text to the comments and terms properties, plus adding and editing line items, fees, taxes and discounts. You don’t have direct editing of the rest of the pages. The template must be coded to create all that for you.
Also, consider how you want it to be presented on screen versus downloaded as a PDF.
On the screen is a mobile-responsive single page (like a continuous web page, not separate pages).
When downloaded, it is rendered as a multi-page PDF, with limited controls over handling long-form content when combined with repeating page footers.
What you describe sounds like more of a proposal than a quote. HubSpot Custom Quotes have limited proposal functionality today but like drag and drop, that too is on the roadmap for 2024.
An integrated proposal tool such as PandaDoc or Qwilr might be way easier for now
