Hello - I want to add a step to an existing sequence that is finished. Am i able to do this and if so, how would i re-enroll the contacts back into the finished sequence to resume it?

Sure, you can edit existing sequences and make changes to them. Contacts who have already completed the steps will not experience the changes.
When you re-enroll contacts into the sequence, you can choose where they should enter: Enroll contacts in a sequence
