I would like to limit Task completion to either the assignee or the assignee’s team. Is there a way to do this?

In the user permission settings, you should be able to limit task view and edit access to owned only:
You can find these settings by following these steps: Manage user permissions
Removing edit access blocks task completion of unowned tasks.
