We were informed that one of our clients will be migrated to the new seat-based pricing structure.
Generally this is at no extra cost, however seats seem to be assigned based on past usage. If a user is inactive, they might not get a core seat but a free, read-only seat.
Of course we want to avoid this, as all the users are or should be active in HubSpot. However, some people might have been on leave or dealing with other tasks for a while.
Does anyone know what determines active vs not active for the core seats assignment? Would it suffice to advise our client that every user needs to log in and edit a contact in the weeks before the migration?
Any advice on this is greatly appreciated!
Hi @leaner-dev ,
HubSpot determines active vs. inactive users based on recent actions and engagement within the platform. Active users are assigned core seats, while inactive users may be given free, read-only seats. Although HubSpot doesn’t publicly disclose the exact criteria for activity assessment, it’s generally recommended that users regularly log in and interact with HubSpot tools, such as editing contacts or creating notes, to be considered active. Encouraging this activity before migration can help ensure users are assigned core seats.
While logging in and editing a contact can help demonstrate user activity, it may not be sufficient on its own, as HubSpot likely considers a range of activities over time to assess whether a user is active or inactive. Here’s what I recommend to help ensure users are recognized as active during the migration:
- Encourage users to consistently interact with various HubSpot tools, such as editing contacts, sending emails, and updating records.
- Advise users to perform a variety of tasks, like creating new records, setting tasks, or using reporting features, to provide a more comprehensive picture of their activity.
- Ensure users maintain steady usage leading up to the migration to reflect an active status in their usage patterns.
Hope this approach resolves your query. If this helps, feel free to mark it as the solution

Not sure how much activity will be needed. Just got off with a contract specialist and they did not have any metrics around it either. I will say, for many organizations these seats will be a much greater cost increase than the <5% they are also rolling out. I’m not thrilled about it.
