How to create user with SSO enabled using Hubspot API.

Hi, I have SSO set up for my HubSpot account and linked with Okta. I am using the User Provisioning API (Accounts Dashboard | HubSpot) to create users. However, the newly created user is not able to access Hubspot using Okta SSO.
