A user that has “everything” enabled on view, edit and delete is unable to delete a contact from the list. When selecting the contact the delete option is grayed out. Permission all checked, and tryed logging out and back in.

In the permissions have you tried allowing bulk delete as well? That should then allow to delete from the contact list page.
