Create a top tier permission higher than super admin.
Other apps have an “Owner” or “CEO” level that has full access whereas super admins are restricted from making business-related changes like upgrading the account, deleting the account, backing up the entire data file, etc.
Not only would this mitigate the risk of having 3rd party contractors work in a company’s instance of HubSpot, but it would/should allow companies to edit the super admin permission set. For example, to give an email marketer permission for enough things I have to make them a super admin. And to give a specialist for automation/workflow for objects I also have to make them an admin. Super Admins are too rigid as an all or nothing permission set.

I have not seen cases where an email marketeer needs to be a super admin, can you elaborate a bit?
Why does a workflow specialist need to be admin?
Have you familiarised yourself with HubSpot’s user permission guide? That should give you everything you need.
Personally I’ve never needed to make someone admin or super admin for the use cases you described.

In short, the main issue may be that all seats afforded to us in our hubs are consumed by employees. This means we don’t have a “seat” to offer contractors for a specific task in a specific hub.
Also, it is my understanding that at times, our contractors for single project have needed additional access to a second hub, say marketing hub + sales hub, to complete the work. So the seat issue is doubled.
The only workaround to not seat hop, and knowing we don’t need a permanent paid seat for contractors, is Super Admin.
Am I missing an admin alternative that allows admin changes to be made without requiring a seat in a hub?
