Currently experimental. This is a critical thing to have for building anything nice in the UI.

The majority of the components that make these cards functional are still in experimental phases (Grid, Iframe, …)

As of now, HubSpot has not provided a public ETA for when the Popover or other key UI Extension components will move out of experimental status. These components are likely still under active development, and their stability and final APIs may change before being officially released.
I’d recommend keeping a close eye on the HubSpot Developer Changelog and the UI Components documentation for the latest updates on component availability and status.
