I’m trying to set a webhook that triggers when there has been no activity within the deals stage property or ticket’s status property for the past 24 hours or the past week.
Can anyone provide guidance on whether webhooks can be used to accomplish this?

For this, you could create a custom date property to track deal stage changes. Then create a workflow with a trigger of Deal stage property is known, and set it to re-enroll using the Deal stage property. For the action, set the value of your custom date property to today’s date.
A second deal workflow can then be set up with a trigger of [custom date property] is more than 1 day ago. Then your webhook action would connect to whatever platform you are trying to use.
For the ticket, it would be the same basic process.
