The easiest option would be building an active contact-based list: Contacts who have clicked the CTA and who have submitted the form. Would that help or are you looking for something different?

Thanks for your reply! I thought about it, but not sure how to set up the order. Isn’t there a chance that this list will have the users who at first submitted the form and then randomly clicked on the CTA?

That’s correct, the list might include those contacts as well.
If you want a report that excludes this scenario, I see two options. Either you use contact-based workflows to set a timestamp for the CTA click and the form submission each, e.g. CTA click date and Form submission date. Contact list filters then allow you to set these date property filters:

You could specify that CTA click date is before Form submission date.
Alternatively you would have to set up a custom events funnel report. This is only available in Marketing Hub Enterprise.
