why i am not able to create quotes out of Shopify orders?

I see you reached out to our support team with this question. For now, this is the most up-to-date information, so I’m sharing it here in case anyone else has the same question:
Unfortunately, at this time, our system does not support creating quotes directly from Shopify orders. Currently, workflows based on the cart can only facilitate the creation of deals, contacts, or companies; there’s no option to associate quotes with Shopify orders.

You’re Not on Shopify Plus
Shopify’s native quoting feature is only available for B2B on Shopify (Shopify Plus).
Solution: Use a third-party app like Quick Quote or Draft Orders to create manual quotes.
You’re Trying to Convert an Existing Order
Shopify doesn’t allow you to turn completed orders into quotes.
Solution: Instead of an order, create a Draft Order and send an invoice instead.
Third-Party App Not Configured Correctly
If you’re using a quoting app, ensure it has permissions to access order data.
Customer Accounts Are Not Required
Some quoting features need customer accounts enabled. Go to Settings > Checkout and enable Accounts are required.
