Is the sending limits for mail in sequences per user or per company?

The sending limits (which you can read more about in this Hubspot Knowledge article) is on a per user basis, but there are some overarching account limits.

In Professional, there is a limit of 1,000 sequences per account and up to 500 email sends/user/day. In Enterprise, the limit is 1,000 sequences per account and up to 1,000 email sends/user/day, see the pricing page here: Sales Software Pricing | HubSpot
Contacts can be enrolled in bulk, 50 contacts at once.

I know this is a dinosaur of a topic at this point, but is there a way to limit the amount of emails sent from a sequence?

Are you referring to throttling emails to prevent them from being marked as spam or the number of emails that can be sent per sequence?

So the case is that the client has a very small sales team (2 people), and so they want sequences to send the emails and do all the follow-up, but they only want 15-20 because the follow-up is a lengthly process so they can’t handle following up in a timely manner if they have say 100 entries a day.
So I’m looking for 1 of 2 things, the first of which is likely way more doable:
1) To limit the amount of emails sent from a sequence. Perhaps a sequence is the wrong way to go and should instead use a workflow?
2) Should be entirely workflow based, not a sequence. I just don’t see a way to do it unless I incorporate custom code, and not even sure where to start with that.

Can I level down my sending limits? Like I want to add a bunch of people to a sequence but I only want to send 50 emails per day
