Desired capability: When a deactivated user is reactivated, HubSpot should automatically restore the permission set they had before deactivation, just as it already restores their seat and team.

Use case: We have users who are periodically deactivated after inactivity. When they return, HubSpot remembers their seat and team but not their permission set, creating unnecessary admin work and a potential governance issue.
