The customer would like to set Tax as default as some of their users would tend to miss it out resulting in them having to absorb costs due to such negliences. Also, the default selection for the discount field in quotes is an absolute amount and not a percentage amount.
Hence, if customization of quotes is made available for those fields by having mandatory field and default % values, it will be helpful for them.
