Is there a way to see when a field was updated? In other words i’m lookng to find out when and who added a new option for a drop down field.

If you’re referring to someone updating the property settings (Settings > Properties), then no. You can try reaching out to HubSpot support. They can possibly check and see who made the change.
If you’re referring to someone editing a property value (changing it from empty to a value or from one value to another), you would navigate to a contact record, click View all properties in the left sidebar and then search for the property. Hover your mouse over the property now and you should see a Details button appear. Click it and you’ll see an edit history.
