I would like to be able to create a view (Company and Contact) on the Sales (CRM) side of Hubspot that satisfies an ‘OR’ condition. Currently the filters only support an ‘AND’ condition between properties.

You can use an OR operator to search for multiple types of results in a given property. For instance, if you are looking for contacts in your database that are located in Boston or New York, you can enter your search so that City / contains / “Boston” OR “New York”:
Please note that the OR operator must be in all capital letters. You can also combine an OR operator search with a wildcard search using the * search function . For instance, if you want to filter freemail addresses, you can build a filter that looks like this:
If what you are request aboving is not related to the CRM contact / company views tool, then could you clarify where you wish to use the AND/OR criteria?
The original requester said ‘between properties’ so I don’t think the solution above addresses the need. There is another thread here with a similar request;
