What can be the reason for form submissions to contain comma and decimal separators in a number property even though the set up for the property is the following:
unformatted number + limit of number of decimal places to 0.
Context: we would like to ask for people to submit only absolute (full) numbers like, 5100000 (for 5.1 million)

so unformatted number option for properties will clear any other configuration that you do in the next screens and keep the numbers without format.
So if you want people to put decimals, you need to use a formatted number and then set the number of decimals to admit.

I don’t want people to put decimals that’s why I restricted it in the property settings but through Forms they still can, and this is my problem. When I go to these submitted properties in Contacts/Companies, the decimal points are still there even though the number should be unformatted and with no decimals.

so with the rules in an unformattef number this should work
or at least used to work.
Have you tried creating a support ticket?
I have had the same problem. I have fields where I want to capture only whole numbers without having to make it a drop down. I tried changing my Number field to unformatted but people can still type a decimal in the forms.
When I spoke to Hubspot support, they pointed me to this help article which explains that validation rules do not work for data submitted via form submission, which answers why this does not work, but sadly does not solve my problem. Set validation rules for a property (hubspot.com)
