Currently, engagements (notes) created through the API can include mentions using adequate HTML tags, but unlike engagements with mentions created directly through the HubSpot UI, they do not trigger a notification for the user mentioned.
There are several posts in the forum asking for this specific feature, like this, this, or this one, so it is definitely a common use case, and it would add a lot of value to the Engagements API, since mentions are extremely useful for internal communication when they have an associated notification.

After review, we don’t have plans to build this right now. This is actually something we find interesting, but we have higher-priority work in flight that we need to see through first. It’s on our radar for future consideration.
That said, we revisit our roadmap regularly, and customer ideas like this one do influence what we prioritize.
