i am trying to change the sending email to a new one but it says Hubspot sales needs permission
Being that your post is tagged free, we are assuming that you are on a free plan in which case your options may be limited due to being on the free plan.
To clarify as you posted this in the marketing area, what email are you trying to change? Can you share a screenshot or clarify where you are trying to send the email? For marketing emails you should be able to change the address they are sent from, but if you are trying to do a sales email, this may be limited by the fact that you are on a free plan.

To send from the new address in marketing emails, you’ll need to verify it and (ideally) authenticate its domain in HubSpot: go to Marketing → Email, open a draft, click the From address dropdown, add the new address, and send/approve the verification email, then (if not already done) connect the email‑sending domain under Settings → Content → Domains & URLs → Connect a domain → Email sending so DKIM/SPF/DMARC are set up correctly
