Current almost all users, no matter what seats they hold, are all listed in the drop down selection for any owner field (eg, company, contact, deal, etc). In fact, I believe in most of the companies, Core seat and View-only seat are not supposed to be the owner of any sales related data record.
It will be good to have a setting for super admin to include/exclude which users in the owner selection list.
