I cannot complete the test and get the certificate despite achieving 65/75, a pay wall is blocking me from completing the practicals..

While frustrating, that is expected behavior. The marketing software certification has elements that require a paid subscription. You can still go through the entire learning content but on a free CRM, as far as I know, you cannot get the certificate.
One option would be for you to start a free trial of Marketing Hub Professional to complete those assignments.
