Which HubSpot package is the best and effective and efficient for startup marketing and lead generation?

If you’re not eligible for the program, I recommend this page as a starting point: Marketing Software Pricing | HubSpot By clicking on “See all features” you’ll get a great overview of what is included in the subscriptions.
HubSpot Marketing Hub Starter includes forms, email marketing, landing pages, list segmentation and reporting features. This could be enough for your situation and needs! If you want automation, you need HubSpot Marketing Hub Professional which includes workflows.
If you’re unsure which one to pick, I recommend talking to HubSpot sales!

As a Starter user I can testify to the fact that Starter is probably sufficient for your needs.
It’s all modular from there on, unless you need premium functionality, like Workflows (how I WISH I had Workflows…)!
