We would like to know if there is a way to check if the user is an actual super admin or just a simple user.
The Owners API doesn’t seem to send back this kind of information.

At this time, it is not possible to view or alter a user’s role via an API. Per your discussion with @Derek_Gervais in this thread, HubSpot owners and users are not equivalent.
That said, I do see value in being able to access this data. I recommend upvoting and commenting on the following feature requests with your use case so that the ideas gain visibility among other users and the HubSpot product team:
