If I want to enroll contacts in a workflow who have made it through all the actions in a workflow but did NOT meet the goal - Which option do I choose?

None of these options would apply but we can work around that. Just hit “Update filter” and add a second trigger (combined by “AND”), see blow:

The options mentioned in the picture won’t be applied here as the options do not match your requirements. When creating a new workflow you have applied the options “has met the goal” and “has completed the workflow” and then apply the filter to enrol the right contact.
