When creating a quote, I see 2 white lines in the top banner before the sender and recipient info (see attached screenshot). Is there a way I can delete or hide them? If not, is there a way I can align them?

Have you tried editing your quote template in Settings - Objects - Quotes:
You might want to start from another quote template as well?

if you are using the standard HubSpot quote’s templates
there is no way on editing the design.
you can have a custom design if you want it to look differently.
BUT I could be something about the size/resolution/device that you are using to preview/visualize
just check if you are not using desktop here:
