Is there a way to mass fix contacts who have missing time zones? I have a client who wants to do localized time sends but like 65% of their database is missing time zones.

If you have their State/Region property known, you could use branching logic and use the state/region within that timezone to update their timezones.
I would enroll anyone with State/Region Known and Timezone is unknown.

@SmartListGhost Just an FYI that the native ‘HubSpot schedule emails based on time-zone’ sends based on IP timezone, which is a read-only property and can not be updated in a workflow unfortunately:
