Does anyone know if there is a way to associate ICP or Tier with contact?
Or what is the best way to give the contact a rating based on Target Account ?

There is no out of the box field for this but you can always easily create one by following these steps: Create and edit properties
Once created you can place it in the record left sidebar: Customize records
If it’s a tier you want to have, this could be a dropdown property – keep in mind that dropdown options can also include emojis, like
