Azure AD Admin consent

We would like to use HubSpot but we are not able to grant Admin consent to this application in Azure AD.

“Grant admin consent” -button is grayed out in Enterprise applications. And if I try construct URL for granting tenant-wide admin consent as “Sign in to your account_id={client-id}”, HubSpot gives us this error:

Is there any way to give admin consent to this application?
