Is it possible to set up an automated re-enrollment workflow using only one workflow?

This is possible using the Enrollment tab on your workflow settings page. There you can choose what parameters you want to re-enroll contacts back into the workflow.

It sounds like you’re referring to more than regular re-enrollment but taking your question as it is, yes, re-enrollment can be set up using just one workflow: Add re-enrollment triggers to a workflow
