Yes, if I understand you correctly then this is possible. It requires a Sales Hub Professional subscription which includes sales analytics. Navigate to Menu > Reports > Analytics tools > Sales analytics > Forecasts & Pipelines > Quota attainment.
Regarding the 'Exceeded' label, I'd assume it has to do with this: "goal progress will update every 24 hours. While the goal is on-going, changes will be reflected in the next goal progress update. Changes made to a deal after a goal is due will not update the goal's progress." (see here)
I'd recommend reaching out to HubSpot support for troubleshooting this.
