I have a custom app like bilty which shorten the url we need to connect that application with hubspot and on tracking url creating we need to move that urls to our custom application.

Unfortunately there isn’t any way to do what you’re trying to achieve here. Webhooks are only applicable to records in the CRM i.e Contacts, Companies, Deals etc… You aren’t able to subscribe to tracking URLs being created. There also aren’t any APIs that would allow you to interface with that part of the HubSpot tool.
