I see that in Contacts there is a filter for Unsubscribed from all email.
How can this filter be applied in Workflows?

One example would be to create a workflow that identifies anyone who has unsubscribed from all email so you can remove them as a marketing contact and change them to a non-marketing contact.

In workflows under contact properties
Search Unsubscribed and you will get the desired filter
this will trigger all the contacts who have unsubscribed from all of your emails and you can set different actions as per your requirements one action could be creating a list of all of those contacts and using it while enrolling contacts into sequence ensuing that you are sending emails to the relevant contacts.
