I am able to access hubspot forms when going to the link http://app.hubspot.com/forms-two/ACCTID
However there seems to be no navigable way to get there without that specific link. Contacts pushing in from the webform appear at the link above…but not http://app.hubspot.com/collected-forms/ACCTID
Looking at the documentation I feel that this should be accessible from Contacts > Forms…any thoughts?
Collected forms, which captures data from the existing forms on your website, is a feature of HubSpot Marketing Free and Starter.
Forms, that you create and manage in HubSpot, are a feature of HubSpot Marketing Basic, Pro and Enterprise.
It sounds like you are on Free or Starter? Did you change package recently, or finish a trial?

Well - it looks like we came off of the free trial of Marketing Basic? That would explain things…but it looks like it preserved the capture table…will look into switching off this until we upgrade!
