I want to know how to create a drag & drop templates in HubSpot, it could be all email, landing page or blog post. Can you please share me any knowledge base through which I can learn creating templates and make those publish.

Except for the third linked resource (which is easily accessible to non-developers), yes, this would typically be done by web developers.

@ajinkyamurtey if you’re not a developer, I highly recommend getting your landing page and blog templates from the template marketplace as there are a lot of options that are already precoded.
For emails, as @karstenkoehler mentioned, the third link he provided can be done without needing to code anything.
If you’re a developer and new to coding in HubSpot, I’d recommend the CMS for Developers certification to get started.
