One of our clients is trying add a smart content module to their landing page that will show information based on whether the user is from a northern Nevada county vs. a Southern Nevada county. My concern is HubSpot would have to know what County these users are from and since this is a LP aimed to convert new members, there’s going to be users who’s county we don’t have because until they fill out the form that’s located on this page.
I want to make sure I’m not missing anything and am wondering if there actually is a way to set up this smart content.

You aren’t missing anything. The only think you could look at doing is working with a 3rd party to enhance your data to tie contacts to a particular zip code and then build Lists for those zip codes.
I think you need to plan for 3 variations on the LP:
1. Known Northern Contacts
2. Known Southern Contacts
3. Unknown Contacts (Default content)
Using Smart Content and Lists you can develop these 3 scenarios in the LP.
