I just added a tag to a knowledge base article.
But it not possible to create more tags to other articles. This option is greyed out and only the one tag I added is availabe.

Have you tried to start typing the new tag that you want to add?
Normally, HubSpot would start giving you the option to add a new tag when you have start typing.
