We’d like to be able to log inbound emails to Hubspot CRM via the email sales integration (Microsoft Office Outlook/365).
We’d like to be able to create a new contact in CRM and log the email to the contact record for new inbound customers.
Currently restricted as it will only log on reply.

You are right that automatic email logging only happens when you reply but there is an easy way to log an inbound email with no reply to the CRM using the sales extension.
When you have the email open, you simply need to click on the ‘log email to HubSpot’ option that will appear under the sender name. This is what it looks like in Gmail:
