Limit users to some lists

It would be great to be able to limit users access to some lists (based on the contacts ownership maybe), instead of allowing them to access all the existing lists.
I’m working in a global company, with people from many different cities/countries who all need to access the list tools. My use case is that someone from a city “A” has access to city “B” lists, and to change it, which is an issue.

100%. Some exec/high-value contacts and list we don’t want the full sales org to take a look at. Need the ability hide or restrict access for these individuals.
