Hi! Can any user update lifecycle stage of a contact? Or only special permisions/user groups? Where can I see that?

All users who have edit access to a contact can change the lifecycle stage: HubSpot user permissions guide
You can check whether a user has these permissions here: Manage user permissions
The only exception to general edit access would be Enterprise portals where field level permissions were changed. Manage view and edit access for properties
You can check who updated a field via the property history: View a record's property history
