I understand values for IP-based properties are hidden, and you must manually type in the state code such as “OH” for Ohio.
What about “IP City?” Are these values just the city names, or are they abbreviated like the states? What about duplicate cities?
If it’s not just the name of the city, is there a full list of codes somewhere I could reference?

IP city is indeed the city name, as reported by the contact’s IP address, lowercase. See for example these values:
