This is unfortunately not possible, I’m also not aware of any workarounds inside of HubSpot.
Personally, I’m using Beeftext as an offline snippet tool: https://beeftext.org/ It’s not a team-based cloud solution but those exist as well (TextExpander for example).
Not ideal as it requires yet another software solution, I know.
