I would suggest that the scopes for private and public apps should be more granular, making it possible to limit scope to specific HubSpot teams only. This would be especially valuable for organizations with structures that include multiple subsidiaries operating within the same HubSpot environment, enabling them to create integrations that only have access to the data they own.
