Does anyone know of any workarounds for creating a list of contacts that were sent an Email Template but did not open the email?

I’m unsure whether you’re referring to marketing emails or sales sequences. Anyways, if you’re asking about marketing email, you can use the Marketing email activity filter and select the email name & choose which was delivered to contact but they didn’t open it and create a list.
You can also find these stats directly on the email you sent, and build the static list.
