I’d like to design a report that conatins the HubSpot internal ID for the email but this does not seem to be possible. Ultimately, I’d like to export a list of email names and their associated internal ID, not their marketing email ID.

If the goal is “just” an export, no report needed. IDs should be included whenever you export your emails from the marketing email index page under Menu > Marketing > Email > Export emails. (choose advanced export data)
