We maintain a list of subscriptions for our subscribers. Without using visibility rules, is there an alternative way to display only specific subscription types to certain audiences? For example, could we create separate pages for each subscription group and then select which page we want to use for a particular campaign?

if you want to avoid using visibility rules on a single page, the best alternative is exactly what you described: creating separate preference pages per audience or subscription group.
In case you prefer to keep a single URL, you can also use smart content at the module level to swap entire sections per audience, but for clearly segmented audiences, separate pages are usually the cleanest and most maintainable solution.

Welcome to the Community @Romaro! The HubSpot subscription page is a system page, and those are historically difficult to customize without a developer. But it is possible, yes. Your first option is to create multiple preference pages per audience. HubSpot lets you create and customize multiple subscription preference pages (via the Design Manager or page editor). You can then:
Build one page for each “subscription group” (“Newsletter only,” “Product updates,” “Internal only”).
On each page, manually include only the subscription types relevant to that audience.
In your campaigns, choose which preference‑page URL to insert into the email (or smart text token) so each campaign points to the appropriate page.
This effectively gives you “per‑campaign” or “per‑audience” subscription experiences without using visibility rules on a single page.
Another choice is to have smart content on a single page (if you’re okay with some complexity). If you prefer to keep one URL, you can use HubSpot’s smart content at the module level on a landing page. Doing it this way allows you to place different subscription‑type sections in separate modules, and the smart content rules (by segment/list, lifecycle stage, etc.) will then show only the relevant modules to each audience. The downside here is that you’ll have to have a default content module for those who haven’t been cookied or who aren’t known in your system for some reason. But it’s a small obsactle. This is still not “visibility rules on the native subscription widget,” but it lets you control which subscription groups are visible based on contact criteria.
For your use case of “separate pages for each subscription group, then select which page to use per campaign,” I think the cleanest supported pattern is this:
Create a dedicated subscription preference page for each group.
Configure each page to show only the subscription types that group should see.
In each campaign, swap the preference‑page link to the appropriate page URL (or use a smart text token that resolves to the right page per audience).
