I am trying to created a calculated measure using Custom Report Builder based on certain condition.
To Provide more context, what I want to create is that if a certain Deal meets certain condition, count the number of such deals and return a simple number which can be shown as a Metric.
Something similar to If {condition} then {result}.

You would approach this through an IF statement then. IF the deal meets the condition, return 1, otherwise return 0. You can then drag and drop your formula field into your report visualization and it should auto-apply the sum-method, counting the deals.
Alternatively, just filter the report by the condition and visualize the ‘Count of deals’.
If you want to use the number of deals for further calculation, then this is not possible. Formula fields only support row-level math. For column-level math, you would need to use data sets: Build and activate datasets in Data Studio
