I cannot find the lead capture & forms section in the navigation header. Could it be because I don’t have enough rights?

It indeed looks like you don’t have the permissions. I’d recommend reaching out to the person who invited you into the portal and ask them to update your permissions to include forms: https://knowledge.hubspot.com/settings/edit-user-permissions
