“CTR” is not available in Custom Reports for ad campaigns at the ad level. Is it possible to make a Calculated Property of it using the formula: CTR = Clicks/Impressions * 100? Is there any other work around to use this metric in my custom reports?

Have you tried approaching this with formula fields? Create formula fields in the custom report builder
These are in beta, you should see them under Settings > Product updates > All product updates > Formula Fields now in Custom Report Builder.
